Sinyambar was originally the first planet humans intended to colonize in The Sovereignty. Roughly the size of their home planet Earth, with similar light cycle patterns, humans believed Sinyambar could turn into a flourishing planet with abundant life. The plans changed when analysis performed closer to the planet revealed no available water. The colony ship was diverted to Lehen, and Sinyambar was forgotten.
Almost two centuries later, a group of settlers wishing to leave their planet founded the first town on Sinyambar, and began the terraforming process. A few years later, more settlers came, founding a second town not far from the first. Then religious refugees came, establishing a third town in the lower hemisphere. Soon Sinyambar had become a frontier planet, where anyone seeking to determine their destiny could come and be free.
Homesteads dotted the planet, the terraforming process accelerated, and a culture emerged. A culture defined by lawlessness. The first settlers on a piece of land would build a homestead, develop a way to sustain themselves, and generally run their land how they saw fit. "Land, Labor, Liberty" became a common refrain among early settlers of Sinyambar.
Generations later, desert grasses cover the plains and plateaus of Sinyambar. Homesteads are now towns, replete with unique laws and expectations. A traveler could spend one night in a town where he is fed and sheltered for free. He could wake up, travel two light cycles to the next town, and be robbed, raped, and murdered. Subjectivity rules these lands.
There is certainly a town to fit every ideological lifestyle on Sinyambar, but be very careful trying to find it.
